I've been eyeing this device for a while. I own three Chrysler products (a 1999 truck, 1998 Jeep and a 1996 Jeep) so a CCD/SCI bus scanner would come in handy.
The main question I have is whether or not this can be used to reflash a PCM, either with the older J2534 refresh program from Chrysler or by other methods. If so, it would the price a bargain compared to other devices on the market.

Unfortunately it's not possible. The scanner's circuits lack the 20V programming voltage generator and the necessary protection for low-voltage circuits. Besides the re-flashing procedure itself is unknown to me. On the software side I got stuck at solving the security seed challenge which enables the PCM boot ROM mode. Tests were done on a 1995 PCM so I suppose later controllers have even more enhanced security.
Way back I thought about including the required hardware in the scanner for later use but decided to keep it simple. Nevertheless this thread is a good idea to gather information.

Based on your post here is it safe to assume that some progress has been made on this front?
Does the same method described in that post work for writes to on-board flash memory (external to the processor), or is this exclusively for the on-chip EEPROM (internal to the processor) ?

Some progress were made indeed but not on the flash re-programming front. The discovered methods apply to the on-chip EEPROM and RAM only.
